The solution is simple: stop "AMD External Events Utility" service from starting automatically.

• Start - Run - services.msc. Right-click "AMD External Events Utility", choose "Properties", choose "Manual" or "Disabled" in "Startup type".
• Reboot. No more blasted event 16388.

Also, disable any amd startup entries: run the task manager, go to startup tab, right click amd related service (if any) and choose disable.
