Explorer.exe Could Not Start - At Logon

If a user calls to report that they are getting an Explorer.exe could not start when they logon and after clicking OK they just get a blank screen:

• Ctrl + Alt+ Delete \ drop-down to the right of the red button bottom right corner and select Restart
