User should complete an ServiceTicket with the websites full address they are trying to access.

If firewall issues come up, the only people that can make this change are Cheryl, Terry, and Fred.

If the User is VPN'd in and is blocked from a website, simply have user log out of VPN to access the website using thier home internet connection.
